Message it adjusts the maf signal which is a major component of load that the ecu sees. Changing load values from actual affects not only the air fuel but also timing. pulling fuel via the afc effectively increases timing and adding fuel decreases timing.

Also keep in mind that the afc will eventually have no affect in the closed loop area because the O2 sensors will force the ecu to match the af tables in the ecu. This will hold true with a 20 % up and down adjustment. Once you cross that the o2 adjustment is maxed out and the AFC WILL be able to control fuel in closed loop.

In open loop the AFC has full control because the O2 sensor compensation is not in play however as stated above you will efectively change timing as well.

To make a long story short an AFC is a poor way to tune :)
